There were three fewer number of registered sex offenders living in Ramsey County in August compared to the previous month, according to the Minnesota Public Registrant Search.

As of August, 54 sex offenders were living in the county.

The Registry shows five of these sex offenders are sexual predators.

In Minnesota, people convicted of sex-related crimes are required to register as predatory offenders. The registration period usually lasts 10 years from sentencing, release, or the end of supervision, but in serious cases, such as repeat offenses or first-degree criminal sexual conduct, it can extend to lifetime registration.

Minnesota spends over $100 million annually on its Sex Offense Civil Commitment (SOCC) program, designed to prevent sex offender recidivism, according to a study by the Sex Offense Litigation and Policy Resource Center.

As of August 2024, there were 18,877 registered sex offenders living in Minnesota. This translates to roughly 331 offenders per 100,000 residents.

Jeremy Vernon Breezee	Criminal sexual conduct in the third degree	Jeremy Breezee engaged in sexual contact against an adult female whom he had just met. Contact included penetration. Breezee used friendliness and sincerity to gain trust. He then had her accompany him in his vehicle to another location. At that location Breezee used force, violence and threats of serious bodily harm to gain control.
Michael Ray Bryant	Criminal sexual conduct in the first degree	Michael Bryant has a history of engaging in sexual contact against unknown adult females. Contact has included touch, attempted penetration, and penetration. Bryant gained access to two separate victims by entering their homes without their knowledge or permission. He accessed another victim as she road in an elevator. Force, violence, and a weapon were used to gain and maintain control.

Force, a weapon, and threats have been used to gain compliance. Salinas also has an extensive history of exposure.
Christopher Nicholas Sonsalla	Criminal sexual conduct in the third degree, criminal sexual conduct in the fourth degree	Christopher Sonsalla has a history of sexual contact with known female teenagers. Contact has included sexual touching and penetration.
Lavern Robert Spann	Criminal sexual conduct in the first degree	Lavern Spann at age 36 engaged in multiple incidents of sexual contact against a known, teen-aged female over a period of years. Contact included penetration. Spann used his relationship of trust to attain and exploit unmonitored access. He used manipulation and coercion in an effort to maintain control. Following this conviction, Spann's DNA was collected and connected him to prior sexual assaults from 1993 and 1995. The assaults were against adult female victims, unknown to him. Contact included penetration. In these offenses, Spann gained entry to each victim's apartment. He used force, violence and threats of serious harm in his efforts to maintain control.
