Ms. McCOLLUM. Madam Speaker, I was unable to vote on the Republican En Bloc Amendment No. 2 to H.R. 2119 due to Chairing a Defense Appropriations Subcommittee hearing.

Had I been present, I would have voted ``nay'' on the Foxx, Letlow Amendment that would have placed unnecessary and dangerous restrictions on women's reproductive rights.

Although I opposed this amendment, I voted in favor of the underlying bill, the Family Violence Prevention and Services Improvement Act of 2021 (H.R. 2119).
